MATAGUMPAY na idinaos ang groundbreaking ceremony and laying of time capsule 4.15MW Dipalo Hydropower project sa Dipalo River Park Nangapugan, San Quintin, Pangasinan kamakailan.
Ang 4.15MW Dipalo HydroPower Project ay ang kauna-unahan Renewable Energy Project ng Department of Energy(DOE) sa eastern part ng Pangasinan sa pinakamataas na bundok ng Brgy Nangapugan at pinakasikat at dinadayo dito, at tourism jewel ng bayan ng San Quintin ang DIPALO RIVER PARK, sa pamamagitan ng diversion sa pinakamataas na bahagi ng kabundukan.
Nag- umpisa ang programa 9:30 ng umaga with the blessing of REV. FR. ELPIDIO F. SILVA, JR. at sinundan ng National Anthem at Doxology ni Ms. Maganda M. TANDOG at doon pinakilala isa-isa ng master ceremonies na si Ma. Theresa Bilog ang mga guess of honors.
Binigyan ng buong paliwanag ang buong proyekto ni Chairman ARMANDO L. DIAZ, at sinundan ng mensahe ng taga Department of Energy na si ENGR. RENANTE M. SEVILLA, Director III, DOE-LUZON FIELD OFFICE. at si ATTY CRIZALDY MABALAY BARCELO, CESO III ng (DENR) at ang panghuling nagbigay ng pasasalamat ay ang naghirap na mabuo ang proyekto ay si Mayor CLARK CECIL P. TIU municipal mayor of San Quintin, Pangasinan.
Matapos ng mensahe ng alkalde ay tumayo silang lahat para ibaon ang TIME CAPSULE. ang nag closing remarks ay ang president ng R&S Prime Holding Corp./Director, PBRSI.

Not all water shall be diverted as significant amount will be allowed to flow over the water to assure the ecological sustainability of the river. The difference in elevation of the diversion water and powerhouse measured at approximately 210 meters will serve as the driving force that will turn the turbines that are coupled to electric generators.The process converts mechanical energy into electrical energy. After doing its work in turbines, the water is coursed back to the Dipalo River Park and NIA Irrigation Facility without a single drop of lost. Europe’s best engineering and manufacturer of hydro components, Global Hydro Energy GMBH of Austria, will supply the two vertical Pelton turbines including the integration of main equipment and auxiliaries. At full load, the two turbines will churn out a total capacity of 4.15MW enough to provide power to San Quintin and nearby minicipalities. The Dipalo Hydropower Project shall be connected to Pangasinan Electric Co. III (PANELCO 3) for distribution to the consumers.
